Exempts schools, school districts, joint technical education districts, and charter schools from routine audit requirements if their last three consecutive audits contained no significant negative findings.

Allows school districts required to participate in annual audits to convert to biennial audit schedules if the previous audit had no significant negative findings; requires conversion back to annual audits if significant negative findings appear.

Schools exempt from audit requirements remain subject to procedural reviews at the auditor general's discretion.

Applies exemptions to financial and compliance audit requirements under the single audit act amendments and to procurement practice reviews, except where federal law prohibits such exemptions.
