Allows groundwater from basins outside initial active management areas to be transported to initial active management areas if adjacent to or accessible via the Central Arizona Project canal system during Colorado River water shortage emergencies.

Groundwater transportation authorized only when an initial active management area faces significant, imminent risk of forced reductions in Colorado River water deliveries due to near-shortage conditions.

Requires the Governor to issue a formal declaration of Colorado River water shortage emergency as a prerequisite for authorizing groundwater transportation under this section.

Restricts use of transported groundwater to within the initial active management area where it is delivered and prohibits transportation or use outside Arizona.
