HB 2266 Summary

• Establishes a manufacturer-run electronics recycling program requiring manufacturers of computer monitors, desktop/portable computers, and televisions with screens larger than 4 inches to register annually with the Department of Environmental Quality beginning January 1, 2016.

• Prohibits manufacturers and retailers from selling covered electronic devices in Arizona unless the device is branded and the brand is included in a manufacturer's filed recycling plan.

• Requires manufacturers to submit plans describing how they will collect, transport, and recycle covered electronic devices statewide at no charge to consumers, with at least one collection site in every county and in cities with 50,000+ population.

• Creates the Covered Electronic Devices Fund supported by manufacturer registration fees and up to $500,000 annually from the existing recycling fund through July 1, 2018, with revenues used to implement and enforce the program.

• Program terminates July 1, 2025 unless extended by the legislature.
