Amends Arizona election law to require voting machines and electronic voting systems to implement ranked choice voting when ranking for contests is possible.

Establishes a new Article 15 (sections 16-731 through 16-738) creating a comprehensive ranked choice voting system allowing voters to rank candidates by order of preference.

Defines election thresholds using a mathematical formula where the threshold equals total valid votes cast divided by (1 plus the number of seats to be filled), plus one, with fractions ignored.

Establishes a multi-round tabulation process where surplus votes from elected candidates are redistributed to voters' next available choices, and candidates with the fewest votes are eliminated and their votes redistributed until all seats are filled.

Permits single-seat and multi-seat ranked choice voting in any city, town, or county election with three or more voting options, with ballot design and voter education requirements to be established by the Secretary of State.
