Transfers hazardous materials emergency response provisions from title 26 to title 49, establishing the department of environmental quality as lead agency for the hazardous materials emergency management program and Arizona emergency response commission.

Reorganizes emergency management authority by moving sections 26-341 through 26-353 to title 49, chapter 1, article 2, consolidating emergency response and community right-to-know requirements in environmental quality statutes.

Repeals title 26, chapter 1, article 1.1 and sections 26-183, 26-305.02, 26-353, 41-3018.08, and 43-619 while transferring national guard relief fund monies to the department of veterans' services for grants to nonprofits supporting Arizona national guard members.

Modifies the adjutant general's authority over national guard facilities by allowing commercial use of facilities with proceeds deposited in the national guard fund for operation and maintenance of any national guard facility.

Allows the adjutant general to incur obligations up to one hundred thousand dollars without a gubernatorial emergency proclamation and clarifies restrictions on firearms or ammunition during emergency declarations.
