Requires private prisons to immediately notify the Department of Corrections of major incidents involving public health or safety, including disease outbreaks, and allows the director to notify other agencies and impose civil penalties for non-compliance.

Mandates private prisons maintain financial responsibility of at least $10 million through deposits, insurance policies, surety bonds, or certified financial statements showing net worth exceeding $15 million to cover state liability.

Establishes restrictions on housing out-of-state and federal prisoners, including prohibiting housing of high-security inmates, those with escape/riot history, sexual offenders, and those with serious contagious diseases; requires 48-hour advance notice before transfers.

Requires security officers to be at least 21 years old with no felony or domestic violence convictions, and prohibits continued employment if subsequently convicted of such offenses; establishes penalties of $100 per day per inmate for non-compliance.
