Amends Arizona Revised Statutes section 41-515 to clarify that parkways and scenic/historic roads may be "established or designated" rather than just designated.

Allows the state to acquire land or scenic easements for state highways that are established or designated as parkways or historic or scenic roads using state highway user revenues or other funding sources.

Permits local authorities to acquire land for county highways or city streets that are established or designated as parkways or historic or scenic roads using local highway user revenues or other funding sources.

Maintains that the governmental body with jurisdiction over a parkway or historic or scenic road is responsible for maintaining its right-of-way.

Prohibits the use of eminent domain for acquiring interest in land for these purposes; acquisitions must be accomplished by gift, agreement, purchase, lease, exchange or other legal means.
