Changes county attorney representation from mandatory ("shall") to optional ("may") when preparing adoption petitions and acting as attorney for prospective adoptive parents at no expense.

Applies to adoptions where the prospective adoptive parent resides in the county or where the child is a ward of the court.

Maintains the exception that county attorneys shall not prepare petitions or act as attorneys for adoptions under title 14, chapter 8.

Clarifies that county attorneys are not required to enforce or modify adoption agreements entered into pursuant to section 8-116.01.
