Amends Arizona Revised Statutes section 41-746 regarding the state personnel system and employment considerations.

Director of personnel may refuse to consider applicants who practice deception in applications, fail to respond to communications, lack qualifications, or fail to meet established position requirements.

Requires state agencies to develop procedures for verifying candidates' education and work history, including documented good faith efforts to contact current and previous employers for relevant information.

Persons whose convictions have been set aside under section 13-907 must still disclose those convictions when applying for state employment and authorize release of related criminal background information.
