Adds new section 15-186 requiring charter schools to begin instruction no earlier than the first Monday of September and end no later than June 30, with exceptions for year-round schools, four-day school weeks, and alternative three-day kindergarten programs.

Amends section 15-341.01 to apply the same September start date and June 30 end date requirements to all public schools in the state, with the same exceptions noted above.

Maintains existing requirement that school instruction total at least 180 days per school year, with the superintendent of public instruction adjusting funding formulas accordingly.

Defines "one hundred eighty days" as 180 days of instruction or an equivalent number of instructional minutes per school year as approved by school district or charter school governing boards.
