Amends Arizona Revised Statutes section 11-362 to establish special consideration procedures for persons with serious mental illness in deferred prosecution programs.

Requires county attorneys to use evidence-based risk assessments when placing individuals with serious mental illness into deferred prosecution programs to ensure public safety.

Authorizes county attorneys to give special consideration to persons with serious mental illness whose condition can be improved through community-based and supervised behavioral health treatment.

Allows counties to implement pretrial deferred prosecution programs specifically for persons with serious mental illness beginning in fiscal year 2017-2018.
