Establishes a Public Lands Policy Coordination Office to create a wilderness preservation system for state-owned land acquired after the bill's effective date.

Requires the office director to identify conservation areas within one year of land acquisition and submit recommendations to the legislature within five years on whether to designate areas as protected wilderness areas.

Designates protected wilderness areas through concurrent legislative resolution and allows management agencies to adopt rules preserving wilderness character while permitting hunting, fishing, trapping, and other recreational uses.

Prohibits new mineral leases in protected wilderness areas after designation but allows mining and mineral leasing beginning January 1, 2035, subject to reasonable regulations protecting wilderness character.

Terminates the Public Lands Policy Coordination Office on July 1, 2025, with Article 2 of Title 37, Chapter 5 repealed on January 1, 2026.
