Adopts and enacts the Interstate Compact on the Transfer of Public Lands with membership open to Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.

Establishes a compact commission composed of one official representative from each member state, with powers to elect leadership, appoint an administrator, adopt bylaws, hold annual meetings, and coordinate efforts to develop legal mechanisms for transferring federally controlled public lands to member states.

Specifies that the compact becomes operational only when two or more states adopt it and Congress consents under the U.S. Constitution, at which point member states shall develop model legislation and legal strategies for securing state sovereignty over federal lands.

Requires the compact commission to fund operations through member state contributions, voluntary donations, and potential annual assessments on member states that consent to the levy, with prohibition on incurring obligations without securing adequate funds first.

Makes the amendment effective only if Utah amends its 2014 law chapter 324 in a substantially identical manner, with the Arizona land commissioner to determine and notify whether this condition is met.
