Amends Arizona Revised Statutes section 20-236 regarding civil penalties for insurers that fail to respond to financial responsibility verification requests.

Establishes civil penalties of not more than $250 per violation, with an aggregate cap of $20,000 in any six-month period, enforced by the director after a hearing.

Makes a technical correction by inserting the word "required" to clarify that verification requests must comply with section 28-4143.
