Creates Arizona Revised Statutes section 20-423 to establish requirements for voluntary domestic organizations of surplus lines brokers that contract with the state director.

Requires surplus lines broker organizations to be incorporated in Arizona as nonprofit corporations, with licensed brokers in good standing eligible for membership upon payment of required fees and dues.

Authorizes organizations to collect stamping fees from members, non-member licensed surplus lines brokers, and former brokers for transactions completed while licensed.

Establishes meeting procedures allowing members to participate in annual and special meetings remotely through simultaneous communication, with 2 percent of membership present in person or by proxy constituting a quorum.

Defines "stamping fee" as having the same meaning prescribed in Arizona Revised Statutes section 20-167.
