Amends Arizona Revised Statutes section 38-842 to expand the definition of "member" in the Public Safety Personnel Retirement System (PSPRS) to include fire chiefs who are regularly assigned to hazardous duty as determined by the local board, unless the fire chief is already a member.

Fire chiefs become eligible for PSPRS membership retroactively to January 1, 2009.

Fire chiefs must not already be members of the system to qualify under this new provision.

Updates terminology throughout the statute to change "fire fighters" to "firefighters" for consistency.

Applies retroactively from December 31, 2008 and is declared an emergency measure.
