Amends Arizona Revised Statutes section 39-121.02 regarding public records access and litigation.

Prohibits courts from awarding attorney fees to officers or public bodies in actions seeking public records access.

Clarifies that the prohibition on attorney fees for government entities does not limit rights of other parties to recover attorney fees, expenses, and double damages under section 12-349.

Maintains existing provisions allowing courts to award attorney fees to persons seeking public records when they substantially prevail in legal action.
