Allows the board of executive clemency to release prisoners on medical parole if a licensed physician diagnoses an incapacitating physical condition and the prisoner is not sentenced to death or natural life.

Requires the director of the state department of corrections to review and accept the medical diagnosis, and the board may only grant medical parole if the condition renders the prisoner unlikely to pose a danger to public safety.

Permits the board to require periodic medical examinations at the prisoner's expense and allows revocation of medical parole if the prisoner's condition improves enough to pose a public safety risk.

Restricts medical parole to one year before a prisoner's scheduled parole or release date, unless medical evidence shows the prisoner is unlikely to live more than one year.

Requires mental health evaluations from a psychiatrist or psychologist for prisoners who have served ten or more consecutive years before medical parole approval.
