Allows owners of land previously qualifying as "member land" in a conservation district to apply for a reissued certificate of assured water supply that is not based on member land status, subject to director approval and specified conditions.

Reissued certificate may only be granted if no public report has been issued for the land, no individual lots have been sold, water use will be consistent with active management area goals, and the application meets all applicable criteria.

Upon granting a reissued certificate, the director must notify the conservation district and execute a declaration revoking previously recorded covenants, conditions, and restrictions against the property.

Limits grounds for objecting to reissuance to whether the proposed changes will result in satisfying the assured water supply criteria under director-adopted rules.

Allows member land to terminate its status only if the conservation district and water resources director sign a revocation declaration, it is recorded, and the municipal provider agreement is revoked and recorded.
