Establishes a continuous appropriation from the budget stabilization fund to pay claims certified by the state forester for wildfire suppression costs.

Requires the state forester to pay claims for wildland fire suppression services on federal lands within 30 days after receiving complete and correct claims.

If a federal agency does not reimburse a claim within 30 days, the state forester shall pay from the fire suppression revolving fund, and if insufficient, certify the claim to the state treasurer for payment from budget stabilization fund monies.

Requires that holders of unpaid federal claims that receive state payment must reimburse the state forester or treasurer within 30 days after the federal agency pays the claim.

Expands the definition of reimbursable wildland fire suppression services to include personnel hours, used supplies, and reasonable costs of equipment damage exceeding normal wear and tear.
