Prohibits use of handheld wireless communication devices to manually write, send, or read written messages while operating a motor vehicle, effective January 1, 2016.

Exempts emergency vehicle operators, law enforcement officers, and persons reading or entering phone numbers to make or receive calls.

Exempts vehicles that are not in motion and either not in a traffic lane or in a traffic lane (unless stopped by a traffic control device).

Violations are nonmoving civil traffic violations subject to $50 civil penalty if no motor vehicle accident occurs, or $200 civil penalty if an accident is involved.

Establishes one-month warning period from January 1-31, 2016 during which law enforcement may only issue warnings for violations.
