Amends Arizona law to define "just cause" for discipline of law enforcement employees, incorporating the definition from title 38, chapter 8, article 1 into sections 41-1830.12, 41-1830.13, and 41-1830.16.

Changes the standard for council review of disciplinary actions from requiring proof of "material facts" to requiring proof that the employing agency had "just cause" to discipline the employee.

Eliminates the "arbitrary and capricious" standard as a separate grounds for council review and incorporates it into the "just cause" determination.

Requires the council to accept the agency's disciplinary recommendation unless the recommendation is arbitrary or without reasonable justification, with the agency head's decision being final and binding.

Removes enumerated grounds for court appeal (error of law, unsupported by evidence, unlawful procedure, constitutional violation, arbitrary or capricious) and replaces them with the requirement to appeal based on the "just cause" standard.
