Requires the director of the joint legislative budget committee to calculate and transmit a "truth in spending estimate" to legislative appropriations and finance committees by February 15 each year, beginning in 2016.

Defines the truth in spending estimate as the current fiscal year's general fund appropriations plus all other appropriations, adjusted by the sum of population growth percentage and cost of living percentage change.

Mandates a joint truth in spending hearing by the house and senate appropriations committees if any standing committee recommends a budget bill exceeding the truth in spending estimate, before the bill receives a full chamber vote.

Requires a press release be issued to media at least three days before the hearing, notifying taxpayers that a budget exceeding the truth in spending estimate has passed committee.
