Requires each school district to reduce nonclassroom expenses by 2 percent annually in fiscal years 2015-2016 through 2019-2020, calculated based on the previous fiscal year's spending.

Mandates that the 2 percent reduction in nonclassroom expenses be redirected to increase classroom spending by the same amount.

Defines "nonclassroom expenses" as any school district spending not classified by the auditor general as dollars spent in the classroom under Arizona Revised Statutes section 41-1279.03.
