Amends Arizona election law to change early ballot distribution timing from "not more than twenty-six days before the election" to "not more than twenty-seven days before the election."

Modifies early ballot distribution requirements so ballots received on or before the thirty-first day before an election must be distributed no earlier than the twenty-seventh day before the election and no later than the twenty-fourth day before the election.

Updates the deadline for mailing early ballots when a complete and correct request is made within twenty-seven days before the election from the previous twenty-six day standard.

Updates special district ballot mailing requirements to align with the twenty-seven day standard for when ballots must be sent to qualified electors.

Makes conforming changes to election administration procedures related to early ballot request forms submitted by candidates, political committees, and other organizations.
