Changes definition of "clean burning fuel" in A.R.S. § 1-215 to replace the outdated reference to "E85" ethanol blend with "ethanol flex fuel" as defined in § 41-2051.

Updates "ethanol flex fuel" definition in A.R.S. § 41-2051 from "E85" to fuel meeting ASTM D5798 standard specification for ethanol fuel blends for flexible-fuel automotive spark-ignition engines.

Modifies "biofuel" definition to clarify it can be used as a "blend component in motor fuel" rather than only "as a motor fuel."

Changes language from "comprised of" to "composed of" when describing biodiesel blends and biofuel blends in §§ 41-2051 and 41-2083.

Directs the department of weights and measures director to adopt rules establishing standards, test methods, registration requirements, labeling requirements, and quality assurance programs for biofuels and biofuel blends other than biodiesel.
