Amends Arizona Revised Statutes Section 28-775 to expand right-of-way protections to include tow trucks that are actively loading vehicles, in addition to stationary vehicles with warning lights.

Requires drivers approaching a tow truck in the process of loading a vehicle to either change lanes (if safe and on a highway with at least four lanes) or reduce speed and proceed with caution.

Clarifies that tow trucks displaying alternately flashing or warning lights receive the same right-of-way considerations as other stationary vehicles under existing law.

Authorizes defensive driving schools and the Department of Transportation to include educational information about these right-of-way requirements in their courses and examination materials.
