Establishes a new Title 18 (Information Technology) in Arizona Revised Statutes focused on business licensing and an electronic database system.

Requires state agencies (excluding the corporation commission) that approve business license applications to forward approved applications to the secretary of state, who will issue the license.

Mandates the secretary of state create and maintain a publicly searchable electronic database of all licenses issued by state agencies.

Requires agencies to provide licensee information to the secretary of state for database entry, including name, contact information, license status, and education/training.

Declares the act an emergency measure operative immediately upon enactment.
