Amends Arizona Revised Statutes Section 28-735 regarding motor vehicle overtaking of bicycles.

Requires drivers to maintain a safe distance of at least 3 feet when passing bicycles traveling in the same direction.

Establishes civil penalties for violations resulting in collisions: up to $500 for serious physical injury and up to $1,000 for death.

Exempts drivers from civil penalties under subsection B if a bicyclist is injured in a vehicular traffic lane when a designated bicycle lane or path is present and passable.
