Amends Arizona Revised Statutes section 35-152 to clarify that state officers, employees, and agents cannot open accounts or pay fees and expenses for federal court-appointed special masters without legislative appropriation.

Provides legal protection stating that state officers, employees, and agents are not subject to personal liability for complying with restrictions on special master payments or for the failure to pay when no legislative appropriation exists.

Establishes that the restriction applies only to bills for special master fees and expenses submitted after July 13, 1995.

Maintains existing prohibition that state funds cannot be used for federal special master expenses unless the legislature specifically appropriates money for that purpose.
