Amends Section 31-240 of Arizona Revised Statutes to establish and maintain a dedicated prisoner education services budget for each state prison.

Director must track monies appropriated and expended for four education programs: functional literacy, adult basic education, general equivalency diploma preparation, and vocational/technical education.

Prohibits expending education budget monies for programs serving prisoners in special management units or prisoners sentenced to death.

Exception allows education funding to continue for prisoners under 18 years of age and prisoners with disabilities under 22 years of age, regardless of their housing status or sentence.
