Changes the earliest date for mailing early ballots from 26 days before an election to 19 days before the election in Arizona Revised Statutes sections 16-542 and 16-558.01.

Requires that if an early ballot request is received on or before the 30th day before the election, the early ballot must be distributed on the 19th day before the election (previously the 26th day).

Applies the new 19-day mailing period to both regular early ballot requests and special district mail ballot elections.

Maintains the existing requirement that early ballots not be mailed fewer than 15 days before the election, establishing a 19-15 day window for ballot distribution.
