Transfers section 28-1108 to section 41-1830.51 to establish towing service regulations under the Department of Public Safety rather than the Department of Transportation.

Requires the DPS director to establish maximum allowable rates for towing vehicle classifications and consult with towing industry associations every even-numbered year to review contract rates and industry retail rates.

Exempts damaged, disabled, or abandoned vehicles being towed from gross weight limits and allows vehicles exceeding standard length restrictions when being towed by a registered tow truck with proper permits.

Establishes a heavy duty rotator recovery vehicle classification for towing services with specifications including a gross vehicle weight rating exceeding 52,000 pounds, a boom capable of 40+ ton rating, and air brakes that can supply air to towed vehicles.

Requires DPS to adopt consumer protection guidelines specifying that larger tow vehicles used for lighter-duty tows must be billed at lighter-duty service rates.
