Amends Arizona Revised Statutes section 15-302 regarding county school superintendent powers and duties.

Adds requirement for county school superintendents to jointly operate regional service centers through voluntary arrangements with other county superintendents or education service agencies.

Defines "regional service centers" as locally accessible professional development and technical services addressing statewide high priority initiatives required by constitution, federal or state law, court orders, or state board of education rules.

Maintains county superintendents' existing authority to provide discretionary programs and services at the request of school districts and charter schools.
