Adopts the Uniform Firearms Transfer Compact, a multi-state agreement that restricts member states from enacting firearms transfer laws more restrictive than existing federal law as of the compact's effective date.

Prohibits member states from imposing additional fees, taxes, penalties, mandates, or regulations on firearm transfers beyond those in federal law, except for transfers involving violence, controlled substances, fraud, breach of contract, or intentional/negligent misconduct.

Allows states to exclude specific existing laws and pending prosecutions from compact requirements through an "Addendum to Compact" section included in their adoption legislation.

Grants standing to compact member state residents to enforce the compact in state courts and provides attorneys' fees recovery for prevailing defendants in cases arising from non-compliant state laws.

Establishes withdrawal procedures allowing member states to withdraw during legislative sessions closest to every fifth year after the first state enacts the compact, with amendments requiring two-thirds majority adoption by member states within three years.
