Establishes September 27 annually as "Arizona First Responders' Day of Gratitude and Remembrance" in Arizona Revised Statutes.

Designates the day as a day of appreciation rather than a legal holiday, encouraging residents to demonstrate appreciation and pay tribute to first responders.

Applies to all first responders including police, fire, emergency medical services, search and rescue, and other public safety personnel, both career and volunteer.

Legislature finds that first responders risk their safety daily to protect the public and serve as vital community members beyond emergency response.

Aligns with similar proclamations issued by governors of Illinois, Oregon, Kentucky, and Wisconsin, and observances in Colorado and Cuyahoga Falls, Ohio.
