Removes the 24-hour waiting period requirement that previously applied before abortion procedures, allowing informed consent information to be provided immediately before the procedure instead.

Requires physicians to perform ultrasound imaging and fetal heart tone auscultation before abortion, and offer patients the opportunity to view the ultrasound image and hear the heartbeat, with written certification of the option provided.

Mandates physicians inform women seeking abortion of a fetus diagnosed with lethal or nonlethal conditions about perinatal hospice services, support programs, and adoption resources as alternatives to abortion.

Establishes civil liability allowing women, fathers (if married), and maternal grandparents to sue for damages up to $5,000 or three times the abortion cost, plus attorney fees, if informed consent requirements are violated.

Requires the Department of Health Services to maintain websites describing fetal development, available support services, perinatal hospice programs, and adoption resources for women considering abortion.
