Changes county recorder early voting locations from discretionary ("may") to mandatory ("shall"), requiring on-site early voting at the recorder's office beginning when early ballots are first sent out.

Extends early voting hours to 7:00 p.m. on all business days through the Monday preceding election day, and to 7:00 p.m. on Saturdays and Sundays during the two weekends immediately before election day.

Allows qualified electors to vote in person at on-site early voting locations until 7:00 p.m. on the Monday preceding the election (extended from Friday).

Updates references to the Uniformed and Overseas Citizens Absentee Voting Act to cite the correct U.S. Code section (52 U.S.C. § 20310 instead of 42 U.S.C. § 1973ff-6).

Makes minor clarifications to early ballot request submission requirements for candidates, political committees, and other organizations distributing request forms.
