Establishes a desalinization study committee consisting of 10 members including four legislators (two House, two Senate from different parties), two members with desalination experience, and three university faculty experts from Arizona's three universities.

Committee shall collect information on desalination history in Arizona, review data from the Yuma desalting plant demonstration run, and study opportunities for additional desalinization projects in the state.

Committee has authority to request information from state and county agencies, hold hearings, conduct fact-finding tours, and receive state agency support services and legislative staff assistance.

Committee must submit a report with findings and recommendations to the governor, House speaker, Senate president, and secretary of state by December 31, 2015.

Committee is repealed September 30, 2016.
