Allows school districts and charter schools to include homeschool students in their average daily membership (ADM) when those students enroll in courses at the school that award elective or core credits.

Homeschool students residing in a school's attendance area must be allowed to enroll in selected portions of the curriculum; students from outside the attendance area may enroll if the school has sufficient capacity.

Schools are not required to test homeschool students who also enroll in school courses, and such students shall not be included in school report cards.

Adds new statutory language clarifying that homeschool students can participate in both homeschool instruction and part-time enrollment in public or charter school courses.

Makes technical changes to section 15-802 regarding school instruction requirements, including provisions for empowerment scholarship accounts and definitions of homeschool and private school.
