Adds a counseling exception to Arizona's parental consent requirement for abortion on unemancipated minors, allowing physicians or counselors to provide specific information and counseling instead of obtaining parental consent.

Requires counselors or physicians providing the exception counseling to explain pregnancy alternatives (carrying to term with parenting, adoption/foster care, prenatal/postnatal care, and abortion) and discuss involving parents or guardians in the minor's decision-making.

Mandates the minor receive written confirmation that she has received counseling on alternatives to abortion, understands she can withdraw her abortion decision at any time, and has been given opportunity to ask questions.

Requires the counselor or physician to sign and date a form documenting the counseling provided and maintain records of the counseling session.

Retains all existing parental consent law requirements and procedures for judicial bypass, including the 48-hour court hearing timeline and confidentiality protections.
