Requires food manufacturers and retailers in Arizona to label products produced entirely or partially through genetic engineering with clear and conspicuous language such as "produced with genetic engineering" or "partially produced with genetic engineering"

Prohibits manufacturers from labeling genetically engineered foods as "natural," "naturally made," "naturally grown," "all natural," or similar terms that could mislead consumers

Exempts certain foods from labeling requirements including animal products not genetically engineered, foods certified by independent organizations as non-genetically engineered, beverages under title 4, processed foods with less than 0.9% genetically engineered materials by weight, and restaurant food prepared for immediate consumption

Establishes civil penalties of up to $1,000 per day per product for violations, with enforcement conducted by the director of the department of weights and measures and the attorney general

Creates the genetically engineered food labeling fund within the department to cover implementation and administration costs, funded through legislative appropriations and settlement monies
