Requires all school districts to provide medically accurate, developmentally appropriate, and age-appropriate sex education in kindergarten through grade 12, with instruction on sexual conduct laws in grades 7-12.

Mandates sex education curriculum include information on delaying sexual activity, contraceptive and barrier method use, healthy relationship skills, physical/emotional changes, decision-making skills, and encouragement to communicate with trusted adults about sexuality.

Establishes parental opt-out procedures allowing parents to withdraw children from sex education through written request, and prohibits schools from disciplining or penalizing students whose parents request exemption.

Requires school districts to make sex education curricula available for parental review and directs the Department of Education to develop curriculum approval lists, designate instructor qualifications, and require biennial reporting to legislative leadership on curricula used.

Allows parents or students to file superior court actions to enforce compliance with sex education requirements and permits teachers to answer student questions reasonably related to course material.
