Requires Arizona community college district boards to waive the first two years of tuition and fees for state residents who maintain a minimum 2.5 grade point average on a 4.0 scale throughout the two-year waiver period.

District boards retain authority to waive tuition and fees for employees, their spouses, dependent children, and nonresident students when determined to be in the best interest of the state and student.

Bill becomes effective only if federal funding covers at least 75% of waiver costs and state funding covers at least 25% of waiver costs.

State treasurer must notify the Arizona legislative council by December 31, 2025 whether funding conditions have been met.

Makes minor technical corrections to existing Arizona Revised Statutes language regarding community college governance.
