Establishes a colorectal cancer screening and treatment program within the Department of Health to promote education, outreach, screening, and diagnostic and treatment services for colorectal cancer in Arizona.

Creates the colorectal cancer screening and treatment program fund consisting of legislative appropriations, federal funds, and gifts, grants, and donations received by the department for these purposes.

Limits administrative costs to no more than 10 percent of annual fund deposits, with remaining funds allocated for colorectal cancer education, outreach, screening, diagnostic and treatment services.

Makes monies in the fund continuously appropriated and exempt from lapsing appropriations provisions under Arizona Revised Statutes section 35-190.

Program terminates on July 1, 2025 pursuant to Arizona's sunset review process.
