Changes the primary election date from the tenth Tuesday before the general election to the twenty-first Tuesday before the general election, effective beginning in 2016.

Applies the new twenty-first Tuesday primary election date to candidate elections held by political subdivisions (cities, towns, counties, school districts, and community college districts) in even-numbered years.

Applies the same twenty-first Tuesday date change to non-candidate elections (such as ballot measures and recalls) held by political subdivisions, effective beginning in 2016.

Maintains the general election date as the first Tuesday after the first Monday in November, with no changes to that schedule.

Through 2015, retains the tenth Tuesday before the general election for primary elections, with the new twenty-first Tuesday schedule beginning in 2016 and continuing thereafter.
