Amends Arizona Revised Statutes to authorize the Department of Health Services to distribute competitive grants for middle and high school prevention education programs.

Grant recipients must implement proactive prevention programs available to all middle and high schools in Arizona that promote positive life choices and educate students about harms and consequences of destructive behaviors.

Required educational prevention components must address substance abuse, mental health, violence, and other risky behaviors.

Appropriates $300,000 from the state general fund in fiscal year 2015-2016 and each fiscal year thereafter for the grant program.

Exempts appropriated funds from lapsing provisions, allowing unspent funds to carry forward to subsequent fiscal years.
