Requires employers to provide each employee at least one 30-minute meal break during every continuous 8 hours of work.

Requires employers to provide each employee at least one 10-minute rest period during every 4 hours of work, with wages continuing during rest periods.

Exempts locations with only one employee and employees covered by collective bargaining agreements from these requirements.

Allows employers to apply to the Industrial Commission of Arizona for exemptions if business necessity prevents providing these benefits, with exemptions applying to all employees.

Directs the Industrial Commission of Arizona to adopt rules implementing the exemption process.
