Extends the Arizona Navigable Stream Adjudication Commission through June 30, 2020 (previously scheduled to expire June 30, 2016).

Commission members must be well-informed on river and stream issues and cannot have advocated for or expressed a desire regarding watercourse navigability status.

Commission members are prohibited from having financial interests in lands affected by the commission's work, including ownership, significant income sources, or employment relationships within two years before or after service.

Requires the commission to meet at least quarterly unless it has completed all required inquiries and hearings.

Establishes that unexpended and unencumbered appropriations revert to the state general fund on June 30, 2020.
