Amends sections 45-552, 45-553, and 45-554 of Arizona Revised Statutes regarding transportation of groundwater from three groundwater basins to active management areas.

Adds authority for the director to allow groundwater withdrawal from depths greater than 1,000 to 1,200 feet in McMullen Valley Basin, Butler Valley Basin, and Harquahala irrigation non-expansion area based on special circumstances as determined by the director.

In McMullen Valley Basin, limits consideration of transported groundwater for assured water supply certificates to amounts withdrawn from depths up to 1,200 feet, with withdrawal rates not exceeding 40 percent of available groundwater.

In Harquahala irrigation non-expansion area, allows the director to authorize withdrawals greater than the standard 6 acre-feet per year limit if special circumstances exist or mitigation of damage to surrounding residents and water users is provided.

Makes technical corrections including replacing "per cent" with "percent" throughout the affected statutes.
